Winta of Cold

The equivalent to a teenager by Human/Saiyan standards.

Arcosian(Will change name if preferred, just decided since I'm the first to app one I could see if I could decide on the name :P!)

This is the best I've got, this sites not very good for making Arcosian's... Essentially he has a physical build similar to that of Frieza he wears black and icy blue armor(The armor is primarily supposed to LOOK powerful rather than actually be such, its no more durable than kevlar and wouldn't actually stand up to any real attacks.) His horns unlike Frieza curve towards his eyes as depicted on the avatar and his genral expression is supposed to be more cocky rather than the 'evil' sort of look he ended up with. IGNORE THE EARS.
History:
When Raditz took down Frieza the Cold Empire territories under his command either fell into the command of the Saiyan's or descended into some level of chaos if they escaped the purview of the new King, the remaining Prince Cooler and the King Cold sought out a battle with the Saiyan upstart not believing that a mere Saiyan could challenge the might of father and son united against him, however the power granted to Raditz proved too much for the duo and King Cold was killed by Raditz while Cooler barely escaped surviving only by the natural hardiness of his species and the incredible medical technology aboard his fathers ship.
Cooler ran amassing what little political power he could amongst his remaining colonies as the Saiyan Warlord ravaged the Cold Empire, he took with him the majority of his people, the Arcosian's and fled from Raditz's reach taking refuge in the eastern quadrant of the galaxy, here Cooler brooded for the rest of his days doing his best to simply keep what little of a kingdom he had left alive and out of the grasp of the Saiyan's. His battle with the Saiyan King humbled him just as much as it grew his hatred for the Saiyan race, Coola focused his efforts on revitalizing his empire growing them into something that would one day take down the Saiyan Empire and place an Arcosian at the helm of the Universe once again.
Years down the line an Arcosian boy is born. Winta of Cold- third son of Ammon of Cold -First son of Kuriza of Cold - only son of Frieza of Cold. While in no place to claim leadership in the Coola Empire Wintah enjoyed a far better youth than many, he was provided the best tutors in the mental and physical arts that could be spared and when the time came unlike his brother and sister who sought places amongst the Coolan Political Scene Winta joined the Empires Army seeking to prove his might on the field of battle. Winta found adjusting to life in the army difficult at first, his status as a minor noble did him no favors in winning over anyone as many saw despised the better treatment it was known a noble would receive. Eventually however Winta managed to prove himself once he completed his basic training and was stationed with a squad on one of the warring planets in the Empire.
Winta set himself apart from his squad by proving his tactical prowess managing even with his limited battle experience to provide attack strategies that even if not directly used influenced the eventual plan of action enough to earn him respect amongst his squad, a respect that would eventually help the young Arcosian become more accepted amongst the non-noble Arcosian's and various races fighting for the Coolan Empire.
Wintah is currently apart of a small squad exploring known Saiyan Empire space in order to get a reading on how the Empire has developed since the Coolan Empires last contact with it, many years had passed since any communication occurred between the two empires, so much so that Winta's generation only knew of the Saiyans through stories told by there elders, a brutal race of warriors that had at one time been under the command of one of the old Arcosian Lords, Lord Frieza, his great grand father. Winta took it as his personal mission to seek out any weakness in the Saiyan Empire, the monkeys would pay for killing a member of his family and perhaps if they were truly lucky he would get to watch THEM scurry to the far reaches of the universe in the face of the might of the Arcosian's.

Direct Offensive Techniques:
- Iccan Lance: Similar to the Death Beam the Iccan Lance is Winta's personal take on the technique, Winta launches a Icy Blue piercing beam of energy that stabs through the area it hits and leaves the area around it feeling cold and a bit numb(Unable to directly hinder an opponent unless they wish to RP as such yet).

- Flight: Winta is capable of Ki assisted flight.
- Basic Telekinesis: Winta is capable of moving and throwing around inanimate objects, the extent of what can be manipulated is defined by his Ki(How much he can lift) and Control(ease of manipulation).
- Enhanced Telekinesis: In addition to being able to move inanimate
objects around based on Winta's Ki and Concentration Winta can now as
well manipulate living beings with his Telekinesis. The extent to which
Winta can manipulate them is based entirely on how far Winta's Ki(from
which the raw 'strength' of his TK is derived) exceeds there
Strength(the ability with which they resist the psionic pressure on
there body)
Those targeted by Winta's Telekinesis have there speed reduced by 1/2 (rounded down)
Targets whom Winta's Ki exceeds there Strength by Five also feel tremendous pain as Winta's technique begins crushes them.
Targets whom Winta's Ki exceeds there Strength by Ten are also able to be moved about in the same manner Winta manipulates inanimate objects. - Telepathy:
Winta is capable of psychically picking up the presence of others around himself along with picking up there surface thoughts if focused on, the detection functions in a similar manner to a scouter but lacks a scouters ability to discern strength levels, instead it allows Winta the ability to communicate with those he can sense. Depending on how powerful Winta is compared to those around him those being sensed may be capable of masking there presence if they are aware of Winta's Telepathy.
Winta's telepathy has a range of 5 feet for every Ki point he posseses.
Those with a Control 3 Points higher than Winta may block out commutation/thought reading.
Those with a Control 5 Points higher than Winta may mask there presence unless Winta is focusing on them alone.
Those with Control 10 points higher than Winta may mask there presence entirely.
Arcosian Transformation Notes:
Unlike Frieza and Coola most Arcosian's are not actually capable of using there greater forms without causing more damage to themselves than they would there opponent. Frieza and Coola were prodigies amongst there people and even there progeny(sucha s Winta) cannot even come close to commanding the level of control the 'Old Lords' possessed and even those that COULD access the higher forms lacked the level of raw power displayed by the Royal Family many years ago.
Presently it is mostly common for only higher level Military Members to have the level of control to maintain the Third and Fourth forms while not a single Arcosian has managed to accomplish the feat of expanding there power to that of the Fifth form possessed by the Arcosian Lord Coola. It is not however uncommon for individuals to have fair or even complete control of the second form though it is still quite normal for an Arcosian to not have any ability with even that form until they are older as in there youth is when an Arcosian has it's most significant leaps in power.
(If possible perhaps Arcosian's could begin with a transformation akin to the Saiyan Oozaru, it would buff there Strength and Endurance by some amount, perhaps at the expense of Speed? Due to the forms size and top heavy nature.)

Aice: Friend/Ally, Aice was the first person that Winta truly met and connected with on Earth.
Mark: Friend/Student, When Winta sought to begin bettering the Ghettian Settlement he aided Mark in the mans quest to quite literally clean things up by teaching him Ki Manipulation, Winta would later save Mark in the mans crucial battle against a Saiyan oppressor.
