History: In the time before the Saiyan's took over the Earth, humans enjoyed a game called baseball. Baseball was something that men from all walks of life could agree on, a game that brought people together. A young scientist, just having earned his degree in engineering and computer programming, wanted to take the game to the next level. He began a project that would span the next decade, testing his expertise and keeping him busy well through his graduate and doctorate programs. Finally, the young scientist, now the young Dr Clemens, made a breakthrough. The biggest trouble his creation had been giving him wasn't that it didn't understand how to play baseball, it was that it didn't understand the point, and thus it did not play as competitively as its human opponents. It was missing heart.
So he designed a new AI for the machine, an AI that could be easily behaviorally programmed by showing it a film after speaking aloud a specific activation code. "If you build it."
He showed the machine, SLUGGER, the most important movies made about baseball in human history, both about the game and the players and the reasons why the game was so important. SLUGGER understood.
But then the Saiyans came, and everything changed. Dr Clemens knew there was little time, and he locked SLUGGER away in a learning capsule, and buried it underground. Inside the capsule, after the activation code was spoken, SLUGGER would be shown films from other walks of human life, films about overcoming adversity, about freedom, and about self defense. Bruce Lee was a major feature. The capsule was designed to keep SLUGGER in this learning stasis for as long as it's power source held out. It wasn't until recently that the capsule finally powered down, and SLUGGER, now calling himself Roosevelt Washington, was released into the world with an overwhelming desire to kick ass, chew bubblegum, and fight for freedom.

ATTACK: Excalibat - Roosevelt's education in regards to ki is rudimentary at best. However, the idea of becoming "one with the bat" is something he's been doing for a long time. With a little focus, he can extend his ki into his baseball bat, and while it doesn't make the bat do any more damage, it DOES give him the unique ability to deflect incoming ki attacks, knocking them out of the park or even back at his opponent.
UTILITY: Angel in the Outfield - Dr Clemens built his machine to be the ultimate baseball player. Dr Clemens also seems to have had a pretty broad idea of what that meant. Installed in Roosevelt's back are two repulsor units. Their intent on paper was to allow him to jump higher than a normal man, but what they really do is allow him to fly. When active, these repulsors give off light and heat that resemble glowing blue bird's wings.
