It was almost sad how pathetically easy it was to get in and out of the city, even after the whole fiasco with the abductions there was no great influence on the security of Rad City. Perhaps the saiyans really just were that arrogant and blind. Too comfortable with there control over the humans to think they could use the little holes in there security against them. But those holes weren't just usable by humans. No they had allowed one of the greatest enemies of the Saiyan race walk right into there stronghold, there HOME. It was almost amusing. The average saiyan stood little to no chance against himself, that much Winta knew that much. It would take more 'elite' saiyans to actually pose to him a credible threat. The battle at the Spire had shown him the upper limit of what he could do, he had fought at his best and even still it had not truly been enough, he had needed Tido and then Aice in order to properly survive against the General. He needed more training, he needed to expand his skill set, needed to become stronger, so that he could defend himself and others more easily.
Presently Winta was perched atop one of the taller buildings he could easily reach in Rad City, something unlikely to have a higher ranking saiyan with a scouter. It was unlikely they would be capable of picking him out from any theoretical random saiyan that could get where he was but Winta wished not to attract any attention to himself at present. He was working on a technique far less overt than his others in it's usefulness. Where Telekenisis was the more overt branch of psychic powers there was another branch, Telepathy. Where Telekenisis allowed him to use his mind as a weapon or as almost another limb Telepathy was the use of psychic power to reach out to the minds of others. It was not an incredibly common ability, even amongst Arcosians. Those of the royal bloodline such as himself had an easier time of it, the Arcosian Lords had been quite adept with psychic powers. And luckily for Winta Lord Frieza had done quite a bit of work on advancing psychic techniques.
But even still Lord Frieza had not delved particularly far into Telepathy, from what Winta knew it was simply not with the time of someone in Lord Frieza's position. He didnt NEED to know the thoughts of his subjects, they had posed no threat to him neither politically nor physically. The only beings that should have ever posed a true threat to his rule would have been Lord Cooler and perhaps King Cold himself both of whom would have likely had means to make the technique useless or even been immune. And thus the use of Telepathy, the extent of it's 'power' and the specifics of learning it were a rather grey area. Winta knew some of what was required, the clearing of the mind, focusing on the psychic power within himself. Logic dictated that he would then need to extend it to his surroundings, what he knew of Telekenisis had made puzzling out the workings of Telepathy a bit easier.
Presently Winta was working on the clearing of his mind and on focusing his psychic power. The task was... difficult, there was so much on his mind and he found himself having difficulty simply ignoring it for the time being, and even then just ignoring it was not it. It needed to not even be at the tip of his thoughts. Winta opened hsi eyes and looked to the sky trying his best to simply let his thoughts and worries drift away. Winta let his mind focus instead of on all that was bothing him but rather on the matter at hand, slowly minute after minute Winta found himself more capable of putting his thoughts aside. The spire, Broc, the rebellion, Aice, the humans, the fleet. Everything drifted away in favor of his thoughts on his newest technique.
With his mind clear Winta began focusing on his psionic energy, unlike his work with Telekenesis however he was not focusing it on anything in particular he was simply letting it flow, almost like how his normal Ki energy worked normally. The psionic energy however was far more thick, Winta could FEEL it as he focused. He could feel the energy radiating off himself much like when he powered up normally, however where his Ki energy flared and whipped like a storm his Psionic energy flowed around himself, with his seated position it was almost like he was under water. This was exactly what he wanted, what he needed to proceed to the next leg of his technique. Winta opened his eyes once again and slowly tiled his head around until he spotted someone wandering about below. By his reckoning it was a Human slave, the posture and gait of the walk was one of defeat, submission. Saiyans didn't move like that, even a beaten Saiyan walked or limped like they ruled the land they stood on.
Winta focused his gaze on the person and felt a shift in his psionic energy, it was almost predictably reacting to his thoughts, attempting to achieve his goal without Winta even being entirely sure how to do so. Winta halted the energy as it attempted to maneuver to 'grab' the target. His energy was too used to Telekenesis at presecent, it needed to be 'taught' a new way of reacting. With his target in sight Winta pulled his energy back in on himself, the 'aura' slowly fading as it returned to him. Winta could feel the energy coursing throughout his body he could feel the flow of how it moved, the focal point, the source, predictably considering the nature of the power. Was his brain. Winta focused his energy in on his brain, almost like how he focused it through his hands when preforming telekenesis.
Winta's hands tightened as rather suddenly he felt a jolt run through his body and all at once Winta felt a flood of thought and emotion, very foreign thoughts and emotions. Fear, despair, worry, pain. Winta's eyes widened as he broke the focus and shook his head. That had been a bit more than expected, but it was... good. Obviously what he had received from the individual had not been positive, that unfortunate human did not have a pleasant life even just from a passing 'glance'. But he had done it, he had caught a glimpse into the mind of someone else. It hadn't even been an actual 'fluke' it had just been... easier? Than expected.
Winta let out a sigh as he ran a hand over his head, his mind was still reeling from trying to process all the information he had taken in. In truth Winta wasn't trying so much to understand it all, he really just wanted to push it away so that he could get back to work. He needed to figure out how to NOT take in so much at once, to perhaps start with surface thoughts and only when necessary delve deeper... But it almost felt like he had to much energy to do that, he'd not even TRIED hard and gotten what felt like weeks of information. Perhaps... perhaps focusing on a single target was not ideal, at least not yet.
Winta felt the 'cogs' move into place as he re-assumed the same sitting position from before, he went through the efforts of clearing his mind once again, this time finding it far easier to clear his own thoughts and actually finding it rather simply to push away the foreign ones. Perhaps because they didn't belong it was easier to get rid of them. He focused his energies again Winta began doing as he had done before however rather than trying to pinpoint a specific individual Winta just let his energies sort of run wild, using the same feeling he had gotten when connecting with the slave. Winta felt something... odd. He felt as if he was in a room filled with people all talking in whispers. Winta let his mind drift as he began partially focusing on each 'person' as he did so he could feel how far they were. Most of what he was picking up were beneath him, almost directly so, likely the inhabitants of the building. There thoughts were bland, day to day business, a bit of intense emotion, jealousy, and a bit of infatuation. It was amazing, a whole new avenue of 'viewing' the world.
Winta just let time pass as he sat there, catching glimpses into the lives of those below. Occasionally new minds would pop up on his 'radar' and sometimes others would leave. There was a clear limit to how far he could sense people, and as they approached the edge it became harder to get clear thoughts. Winta had even played around with his new power, rather than simply receiving thoughts he had managed to send a few, he'd been cautious enough with that. Little whispers that could easily be mistaken for someone nearby, and Winta had made sure that there always was. The sending always seemed to cause a spike of worry initially. By the time Winta felt at all satisfied with his work hours had passed. As Winta stood he realized a few things, he desperately needed something to drink... and eat... "I really must learn to pack food before doing these things." Winta muttered to himself as he grabbed his cloak and donned it once again. It was time to make his escape from the city and get something to eat.
Telepathy:
Winta is capable of psychically picking up the presence of others around himself along with picking up there surface thoughts if focused on, the detection functions in a similar manner to a scouter but lacks a scouters ability to discern strength levels, instead it allows Winta the ability to communicate with those he can sense. Depending on how powerful Winta is compared to those around him those being sensed may be capable of masking there presence if they are aware of Winta's Telepathy.
Winta's telepathy has a range of 5 feet for every Ki point he posseses.
Those with a Control 3 Points higher than Winta may block out commutation/thought reading.
Those with a Control 5 Points higher than Winta may mask there presence unless Winta is focusing on them alone.
Those with Control 10 points higher than Winta may mask there presence entirely.
